Known for his quiet and efficient manner, Officer Biggers, a 47 year old Mecklenburg County Police officer, had convoyed a bus load of school children safely to the Matthews School grounds on the morning of February 12, 1937.

Around 8:45 a.m., he returned to patrol his area on his motorcycle. As he neared a curve on Monroe Road, he was struck by a vehicle which had swerved sharply across the road. The unidentified driver fled from the scene at a high rate of speed.

Biggers was regarded as one of the most careful riders of the Mecklenburg County Police Department.
